Together these developments are not only changing the world of telecommunications, but the ways people work, learn, and interact. The Death of Distance"The death of distance as a determinant of the cost of communications will probably be the single most important economic force shaping society in the first half of the next century." The death of distance could have profound implications for both individuals and organizations. The ability to work "anytime, anywhere" allows "road warriors" to work without offices on planes, in hotels, and at client sites, and enables information workers to telecommute from their homes rather than traveling to work.

Intense competition is expected in the information networking arena over the next 5-10 years. As the competition increases, it will be essential for companies to position themselves appropriately to take advantage of their core competencies and to prepare for the emerging telecommunications environment. In this competitive environment, mergers, alliances, and the onslaught of new entrants into the market have service providers struggling to find innovative ways to retain and/or attract the most lucrative subscribers. Today’s service providers are striving to differentiate themselves within this expanding competitive landscape by searching for ways to brand and bundle new services, achieve operational cost reductions, and strategically position themselves in
relation to their competition. As Figure 1 illustrates, the top 15% of today’s residential
subscribers in the US are said to account for about 95% of carrier profits! Thus, many service providers are looking to Next Generation Network (NGN) services as a means to attract and/or retain the most lucrative customers.
The primary goal will be to enable users to get the information content they want, in any
media/format, over any facilities, anytime, anywhere, and in any volume.
However, we believe the most important issues to be addressed relate to NGN
services and how they can be realized in an NGN environment. Common industry understanding
of a Next Generation Service Architecture will help crystallize the requirements for each of the
other NGN technology issues, as well as identify areas where industry cooperation is needed.

Үндэсний зөвлөх
2007-2011 оны Монгол улсын программ, үйл ажиллагааны төлөвлөгөөны дундын шалгалт
2007-2011 оны хооронд НҮБ-ын хүн амын сан засгийн газар улсын 4-р төлөвлөгөө(УТ4)-г улсын болон нутгийн түнш байгууллагуудтай хамтран хаалттай гүйцэтгэлээ. УТ нь 2007 оноос хүн ам, хөгжил, нөхөн үржихүйн эрүүл мэнд ба хүйсийн зэрэг асуудлыг багтаан НҮБ-ын хүн амын сан засгийн газар хоорондын хамтралаар эхэлсэн. Энэхүү программ нь УИХ-аар хэлэлцсэн хүн амын бүс нутаг, хүйс хөгжил, нөхөн үржихүйн эрүүл мэнд зэрэг асуудлыг шийдвэрлэхэд засгийн газарт дэмжлэг үзүүлдэг. 2009 оны байдлаар УТ4-ын тал хувь нь гүйцэтгэдсэн ба засгийн газар болон НҮБ-ын хүн амын сан нар УТ-ыг удирдахаар төлвлөж байна.
Үндсэн зорилтууд:
a) Хэрэгжүүлэх процессуудыг шийдвэрлх ( үр ашиг, нөлөө, хэрэгжүүлэх чадвар)
b) CPAP-ийн үр дүн болон эх үүсвэрийн бүтцийг ашиглан Country program-д анализ хийх
c) Гүйцэтгэлийн явцад тулгарч буй асуудлыг шийдвэрлэх
d) program-д тулгарч буй асуудлыг олон талаас шийдвэрлэх
Ажлын хамрах хүрээ:
Midterm review нь төлөвлөлт эхэлсэнээс одоог хүртэл бүх улсыг хамрах ёстой. Review нь дараах асуудлуудаар удирдагдана.
Зөвлөх нь тайлангаа хариуцлагатай гаргадаг байх шаардлагатай. Мөн UNFPA –с томилсон ажлын хэсэгтэй ойр хамтран ажиллана.
Зөвлөх нь дараах шшардлагыг хангасан байх шаардлагатай:
• Нийгмийн хүн амын, нийтийн эрүүл мэндийн болон бусад холбогдох салбарт мэргэшсэн
• Зөвлөхийн ажлаараа улсын болон үндэсний хэмжэнд ажиллаж байсан туршлагатай
• Хүн ам, хүйс, нөхөн үржихүйн эрүүл мэнд, ядуурлын талаар мэплэгэтэй байх
• Менежментэд тулгуурласан үр дүн болон логик бүтцийг мэддэг байх
• Англи, Монгол хэлэнд маш сайн, тайлан бичих чадвар сайтай
Хугацаа:
Зөвлөхийг 2009 оны 3 сараас 6 сар хүртэл 3 сарын хугацаанд бүтэн цагаар ажиллуулна. Ажлын нарын төлөвлөгөө ажлын эхэнд танилцуулна. Цалинг НҮБ-ын зөвлөхийн үйлчилгээний тарифаар чадвар болон туршлагаас хамааран тодорхойлно.
